Use the table on contents on pages 6, 7, & 8 to navigate through the Master Plan. When doing so use your browsers BACK to return to the table of contents so you can proceed to other places in the Master Plan.
On the left side of Adobe Acrobat's screen (as seen on the right) you will see "Bookmarks", click on that tab to display the topics in that section of the Master Plan and quickly click on the area you are interested in to jump immediately there in the document. >>>>>>>>>>>>

On the left you see the "Pages" tab (in some versions it's called "Thumbnails") and if you select that tab you will see a small thumbnail picture of each page that you can click on to go to.
In some versions of Adobe you can search the PDF document for keywords or phrases.
