City Resources Council

The City Resources Council maintains ongoing sharing of information and recommendations with campus representatives on the District Budget Committee. As part of the integrated planning process, this council supports institutional effectiveness by ensuring open, equitable and orderly budget processes are instituted and followed in establishing the operational budget of San Diego City College.

The City Resources Council supports, approves and makes recommendations regarding the planning processes for San Diego City College that include:  Resource Allocation, Program Review, Facilities Plan, Educational Plan, and College Strategic Plan.

City Resources Council meets monthly on the third Wednesday from 1:00 - 2:00 pm in Zoom. The meetings are open to the public and everyone is welcomed.

City Resources Council is looking forward to engaging with the campus community throughout the fiscal year.

Information

Each member serves on the council for one full academic year at minimum, to ensure continuity throughout the resource allocation cycle.

A quorum is defined as more than half of appointed members to the council.

It is preferred that faculty members and administrators be from different schools.

The City Resources Council reserves the right to replace members who fail to attend three consecutive council meetings. The Chief Budget Officer will serve as chair of the City Resources Council.

Authority

Recommend a process for the development of the college budget. Review requests and prioritize budget recommendations. The budget allocation process and recommendations will be shared by the Vice President of Administrative Services during a campus budget forum in the fall semester on a yearly basis.

Membership Terms

Each appointed member will serve no more than three consecutive years on the City Resources Council.

The Administrator membership will be reviewed every three years and altered as necessary by the College President.

When a Faculty member reaches their three year membership cycle, their position will be opened for new council membership through the appropriate Academic Senate processes. The outgoing Faculty member is welcome to re-apply for council membership; however faculty council appointments will fall under the purview of the Academic Senate.

When a Classified member reaches their three year membership cycle, their position will be opened for new council membership through the appropriate Classified Senate processes. The Classified member is welcome to re-apply for council membership; however Classified council appointments will fall under the purview of the Classified Senate.

The Student membership will be updated as needed throughout the three year cycle.

Reporting/Recommending Responsibilities


1. Demonstrate knowledge about the college budget

2. Review and update the process for the development of the college budget

3. Document and communicate the budget process and yearly timeline to all campus constituency groups

4. Communicate information about changes or adjustments to the college budget to all campus constituency groups

5. Review all special categorical/grant allocations as needed

6. Review district and college priorities, including:

• Board of Trustees’ Priorities
• Chancellor’s Priorities
• President’s Priorities
• College Strategic Plan

7. Review requests and prioritize budget recommendations for the President’s approval

8. Maintain an ongoing sharing of information and recommendations with campus representatives on the District Budget Council.

9. Review Accreditation Standards to ensure that the budget development process complies with the ACCJC Accreditation Standard III Section D.

• Ensure allocation recommendations are supported by Program Review
• Ensure compliance with the SDCC Integrated/Strategic Planning model
• Establish annual council goals by the 2nd meeting of the Academic Year
• Complete an annual self-evaluation as a council by the end of the Academic Year
• Demonstrate the City Resources Council's contributions to Institutional Effectiveness

10. Council members will regularly report council proceedings to their constituency groups

FY 2025 - 2026

Establish timeline for City Resources Council that aligns with Program Review and Strategic Planning.

Adhere to establish timeline and ensure that participants involved in the budget development process adhere to the established timelines.

Review requests and prioritize budget recommendations and submit to the President for approval.

Revise the timelines for FY 25-26 budget development to leverage other restricted resource to continue to improve on institutional effectiveness and integrated planning to support student achievement.

Ongoing training for the council and budget managers on the budget development and management process.

Revise the budget hearings to create a more efficient, productive and time-saving process.
